Charles E. Rumbaugh, J.D., C.P.C.M.


Charles E. Rumbaugh is a former judge, arbitrator, and mediator.  Recently he was an Alternative Dispute Resolution (ADR) neutral practicing in the dispute/negotiation related arena as a professional speaker/trainer and ADR Consultant. He is a frequent writer/publisher and presenter on a wide-range of contractual issues as well as negotiation/dispute resolution topics and has been the lead in advanced/basic negotiation, mediation, and arbitration skills training seminars/workshops in Latin America, Canada, Far East, and throughout the United States.

Previously, Mr. Rumbaugh was Corporate Director of Contracts & Pricing for Lear Astronics Corporation where he was responsible for the contracts, pricing, and business management functions. Earlier he was Assistant to Corporate Vice President, Contracts and legal counsel at a major business unit as well as Real Estate Counsel for Hughes Aircraft Company (Hughes Electronics). Before joining Hughes he was counsel in securities/franchising/healthcare for the California Department of Business Oversight (Department of Corporations).

Mr. Rumbaugh received his Bachelor of Science degree in engineering from UCLA and was employed as an engineer with Westinghouse Electric Corporation prior to attending California Western School of Law where he received a Juris Doctor degree.  He has an Advanced Management Program Certificate from the USC Graduate School of Business and received postdoctoral ADR training from the following:

- Center for Conflict Resolution

He has been an adjunct professor at several universities for their commercial/business, contract & procurement, international law and ADR/Negotiation programs including an advisor to the California State University Contracts and Supply Management Certification Program.  Further, he has been an instructor on ADR topics for the American Bar Association and American Arbitration Association. Mr. Rumbaugh was on Advisory Boards to the McGraw-Hill Contemporary Learning Series for Labor Management Relations and State & Local Government.  And, he was on the Board of Editors of the "Franchising Business & Law Alert" published by ALM Properties, Inc. for over 10 years and a previous President of the Center for Conflict Resolution in Los Angeles.

Charles Rumbaugh as a member of the National Contract Management Association (NCMA) he earned the level of NCMA Fellow, Certified Professional Contract Manager (CPCM) as well as being a former NCMA Vice President, founder of the NCMA ADR Committee and recipient of NCMA’s highest honor--the Keen Honorary Life Membership Award.  He is a past Chair of the Federal Acquisition & Subcontract Management Group of the Institute for Supply Management (ISM); past member of the ABA Franchise Law and Construction Forums, past Vice-Chair of the Strategic Alliances Committee of the ABA Public Contract Law Section and past Co-Chair of the Arbitration Subcommittee of the ABA Litigation Section; founder of the Public Contracting Committee of the ABA Dispute Resolution Section; and past Chair of the International Sector of the Association for Conflict Resolution (formerly the Society of Professionals In Dispute Resolution--SPIDR).

Mr. Rumbaugh was a Co-Chair of the California State Bar Litigation Section ADR Committee, past Co-Chair of the California State Bar Franchise Law Committee and member of the California Continuing Education of the Bar's Civil Litigation Advisory    e-Panel.  And, he was also a member of the American Arbitration Association National Franchise Advisory Panel. He was a consultant to the California Dispute Resolution Council committee in the drafting of its "Standard of Practice for California Mediators."  And, he was elected Senior Life Member of the Institute of Electrical and Electronic Engineers (IEEE) and is a past President of the Beverly Hills Chapter of the Federal Bar Association.  He is a Certified International Professional Negotiator (CIPN) by the International Purchasing and Supply Chain Management Institute,, as well as a Certified International Procurement Manager (CIPM) by the American Certification Institute.

His past professional memberships also included the Christian Legal Society  (Los Angeles Board of Directors), National Defense Industrial Association, and National Conference of Administrative Law Judges. 

He has received a Martindale-Hubbell Peer Review Rating of AV as well as listed in numerous Who’s Who publications including Who’s Who in American Law and Who’sWho in America.  And, he is the 2018 recipient of the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who'sWho. In 2016 and 2017 he was awarded the Corporate America LegalElite for in International ADR.

Mr. Rumbaugh was one of seven judges for the nationwide ABA Negotiation Competition Championships for 2007 and 2008 and he was appointed the ABA representative at the 2010 United Nations Commission on International Trade Law Procurement Meeting in New York City.  Selected as regional judge in the 2018 ABA Law School Negotiation competition.
